Cant install Qttab

Cant install Qttab

Hi, I recently downloaded Qttab bar and tried to install it, but I cant, It appears a "error - environment" error message, it says that I should be the administrator and I am the administrator, I have Vista service pack 1, I tried changing the preferences and run as administrator but I still get the same message, can anybody help me? thanks!
