You can edit which colors are used for what items by a certain skin using Skin Studio (it's not free), or you can edit them directly by right clicking on your desktop and clicking
Personalize —> Window Color and Appearance —> Open classic appearance properties… —> Advanced

In the "Item:" dropdown box you want to select ToolTip. I don't know how to change the color of the background, but you can change the font's color so you can have white text on black, for example.
